China MOFCOM Notice 48 proposes AI technology export controls and starts interim export registration

On 16 October 2026 China MOFCOM and MOST issued Notice No.48 proposing additions of 40 controlled technology categories, including 23 AI-related technologies, for public consultation through 15 November. On publication, a temporary pre-export registration requirement for specified transfers took effect. The draft export restrictions are not final bans; publicly available open-source and published research technologies are outside the stated scope. No measured enforcement impact or new cross-border relationship onset is established.
